In 2005/6, Dr Kemp was co-opted onto the Implementation Group of the Committee on Radioactive Waste Management (CoRWM) which was established to advise the UK government on publicly acceptable and politically feasible approaches for radioactive waste management in the UK.  Dr Kemp played a key role in researching approaches, providing advice, attending Implementation Group meetings, and drafting the Group’s position paper on the Implementation of Radioactive Waste Management in the UK.

UK Atomic Energy Authority (UKAEA) Dounreay:
RKCL has supported the development of PSE  programmes at UKAEA for the past several years.  In connection with commitments under the Dounreay Site Restoration Plan (DSRP) and at Windscale in Cumbria, our core team members have supported UKAEA’s consultation programmes on the following Best Practicable Environmental Option (BPEO) and related projects:

  • Active Oils and Solvents
  • LLW Management
  • Shaft End State
  • PFR Raffinate
  • Site End State.

UK Atomic Energy Authority (UKAEA) - Windscale.  Support for Public and Stakeholder Consultation (PSE) in relation to the BPEO for the decommissioning of the Windscale Pile 1

UK Atomic Energy Authority (UKAEA) - Windscale.  Support for Public and Stakeholder Consultation (PSE) in relation to the BPEO for an Integrated Waste Management Strategy for the Windscale site.

British Nuclear Group (BNG), Sellafield.
Independent advice and facilitation of stakeholder engagement into the results of a BPEO study into the preferred approach for managing Plutonium Contaminated Materials (PCM) at the Sellafield site in Cumbria.

Dounreay Stakeholder Group (DSG), Scotland.
Independent Facilitation of a formal Decision Conference on the Dounreay Site End State. This Decision Conference for the DSG considered evidence on options for the Dounreay Site End State and deliberated on a preferred option. The Decision Conference was held in public and enabled a lively discussion and transparent decision making by the DSG.

UKAEA (Dounreay), Scotland.
Development and delivery of a risk communication training workshop for senior project managers. This was a hands-on course including presentation material, group exercises, video material and role play scenarios for addressing stakeholder concerns over the transport of radioactive waste.

In all of these projects, RKCL has developed a close and successful partnership with the technical project teams.  This has allowed the consultation programmes to be progressed efficiently, and to successfully feed into the further development of the BPEO studies of which they are a part.
